In plain terms
Whitening and blemish-removing creams must be registered with the National Medical Products Administration (NMPA) and carry a valid special cosmetic registration number before they can be legally marketed. Regulatory inspections frequently discover illicit whitening creams with toxic mercury levels thousands of times above legal limits. Absorbing mercury through facial skin causes severe nephrotic syndrome (massive protein leakage into urine). While recovery is possible with chelating treatment upon cessation, medical therapy often requires several months to 2 years.

Cost: what it takes
Free. Verifying a registration code on the official database takes 2 minutes. The friction is resisting high-pressure sales pitches from acquaintances or beauty salons offering unverified creams.
Benefit: what the source reports
Under Article 16 and 17 of the Regulations on the Supervision and Administration of Cosmetics, skin-lightening and blemish-clearing cosmetics are classified as special cosmetics requiring formal registration and approval by the national drug regulatory department before production or importation. Article 36 mandates printing the special cosmetic registration certificate number on package labeling. Under Administrative Measures for Cosmetic Registration and Filing, domestic products bear the "Guozhuang Tezi" prefix followed by year and sequence numbers, while imports bear "Guozhuang Tejinzi". In official enforcement circulars (NMPA Notice 2026 No. 14), multiple batches of blemish-removing creams failed sampling inspections, with detected mercury concentrations reaching 4,938 mg/kg and 9,281 mg/kg — several thousand times the national statutory maximum residue limit of 1 mg/kg. In a systematic review of 30 clinical cases of nephrotic syndrome caused by mercury-containing skin-lightening cosmetics in Asian women (aged 18–52), renal biopsies revealed minimal change disease in 67% and membranous nephropathy in 23%. Among patients receiving chelating therapy, proteinuria took a median of 2 months (range 1–9 months) to resolve, whereas unchelated cases required over 12 months. In a Beijing clinical toxicological cohort of 288 mercury-poisoning patients treated between 2014 and 2019, cosmetic exposures accounted for 29.3% of all cases and represented the predominant poisoning vector among females.
Conditions, limits and disagreements
Counterfeiters sometimes print authentic registration numbers stolen from legitimate manufacturers onto adulterated jars; when querying the NMPA portal, verify that the registered product name, packaging, and manufacturer match the physical item, and purchase through verified flagship retailers. Article 42 and Article 60 of cosmetic regulations strictly prohibit beauty salons and operators from custom-formulating cosmetics on-site; salon "in-house blended creams" are illegal per se. If you have used unverified whitening creams for extended periods, discontinue use immediately and request 24-hour urine mercury and urine protein lab tests. In clinical reviews, blood mercury levels were normal in a subset of patients despite markedly elevated urinary mercury.
