Benefit: what the source reports
CSCSE's enhanced-review notices add scrutiny to foreign academic qualifications. Notice 9, dated October 28, 2025, named four institutions and stated that review generally takes at least 60 working days including the application date. Article 28 of the foreign-qualification certification rules permits enhanced review for abnormal certification data or reported concerns, requires additional cooperation from applicants or institutions, and allows extended processing. A May 2025 notice imposed renewed enhanced review on three institutions. CSCSE has also suspended applications for individual institutions. Its August 2025 anti-fraud warning rejects claims of guaranteed certification, internal certification channels, pandemic-related supplementary enrollment or expedited certification.
Conditions, limits and disagreements
Enhanced review means extra checks and a longer period, not automatic refusal. Guaranteed approval or internal expedited-channel promises are identified as false advertising by CSCSE. Overseas ghostwriting or proxy online-class services may lead to invalid qualifications and visa-record consequences.
