If there’s nowhere else to sleep, 24‑hour venues can only serve as a temporary overnight stop; shelters should be the first choice.

In plain terms

Airport and railway waiting areas may get you through a night, with toilets and power, but there are no official safety figures. Assistance stations have 24-hour staff and provide initial assistance under the applicable rules, including at night. Some places open temporary cold-weather shelters; outreach workers may offer food and warm clothing even to people who decline admission.

Cost: what it takes

Waiting areas at airports and train stations are usually free. Fast‑food restaurants and internet cafés require some spending. Sleep is often restless, and there’s a risk of theft. The real challenge is staying awake all night.

Benefit: what the source reports

A 24-hour venue can provide a toilet and a place to charge a phone for one night; there are no official figures establishing its safety. The Ministry of Civil Affairs requires assistance hotlines and staffing to operate around the clock and initial assistance to be provided under the applicable rules. People stranded after unsuccessful job searches, theft or sudden loss of their livelihood may qualify for emergency transitional support. Where conditions permit, community facilities may serve as temporary shelters. Winter outreach directs people to assistance stations or temporary cold-weather shelters; people declining admission can receive food, clothing, warming supplies and contact information. Patrols increase at night and during cold, snowy or icy weather, focusing on transport hubs, underpasses, bridges and construction sites. Civil affairs departments have run annual winter assistance campaigns nationwide since 2013.

Conditions, limits and disagreements

Keep valuables close, refuse food or drinks from strangers, and avoid isolated corners. Do not sleep under bridges, beside rivers or at construction sites; extreme weather can be fatal. See item 4 for assistance-station meals, accommodation and travel support. Admission is for people unable to meet their own food and accommodation needs and without relatives or friends to turn to; describe your circumstances truthfully. The ministry requirements quoted above come from a winter 2022 notice; check this year's local arrangements. Some venues clear people out overnight; avoid confrontations with security staff.
